An important approach to managing complexity in enterprise systems engineering (ESE) is to conceptualize and distinguish an enterprise in terms of its capabilities. Economic, business, and management theory have increasingly focused on capabilities as the defining characteristic of an enterprise, and systems engineering theory and practice should support this new perspective. This paper describes capabilities-based engineering analysis (CBEA) as an engineering process that analyzes technical options associated with alternative plans for achieving enterprise capabilities; CBEA is the analytical framework that supports capabilities-based planning, a systematic approach to the purposeful evolution of the enterprise. The paper outlines the basic approach, guiding principles, and challenges of CBEA for researchers and practitioners who are engaged in enterprise systems engineering.
