This article presents a useful middle course between the extreme logical AI view of intelligence and the extreme amorphous view of adaptive learning presented by some connectionists. While this fundamental statement is a useful one it is fair to say that this is not a unique view and that various middle paths have been described by others. The discussion of specifics presented here appears less thorough or insightful than it might be, but putting meat on the bones of the general statement is a difficult task. Despite these limitations, the article presents a cogent fundamental view which is sufficiently important to deserve inclusion in InterJournal and the ICCS proceedings. Acceptance is recommended.
