The manuscript under consideration is faulty on several grounds: The first problem with it is that there is no such manuscript on the server which the author lists! Secondly, from the abstract (which is albeit, it is to be admitted, similiar to judging a book by its cover) it appears that the author wants to connect one known fact (algorithmic complexity) to another(formal systems) to draw universal conclusions which are erroneous and pretentious ("entropy is order", "global perturbations", "physical systems are born at the edge of chaos and do not evolve to this condition", etc.). No specific problem is cited. There are no reference to any current literature. Manuscript should be rejected.
