Abstract Substantial precedent and promise exists for the treatment of transportation networks and social networks under a unified graph dynamical theory. The theoretical foundations for such a framework are reviewed, and the basic outlines of a formal approach to such a theory are constructed with attention to historical and empirical evidence. A summary of the constraints upon a class of coupled graphical operators reveals that the success of graph dynamical models of transportation development will depend upon their ability to reconcile micro-scale principles with the emergent dynamics of the system under consideration.
