This paper describes new adaptive control techniques that boosts rapidity, robustness, and richness in decision support systems. These techinques, termed “Operational Synchronization” (OpSync), deliver improvements that dynamically and adaptively align values, objectives, ways, and means in a non-linear information structure. Non-dominated decision options are generated with constrained activity synchronization and harmonization. Operational Synchronization performs significantly better than current methods and enables actions that we cannot perform now. Cumulatively, these techniques deliver to command and control a new competitive technology. By design, these techniques rely on and exploit a well-connected information grid with rich information flows and provide a means to implement critical aspects of network centric warfare and effects based operations. Internally, this approach fuses concepts from complexity, network theory, and non-cooperative game theory to advance design, organizational control, decision-support, and conflict resolution.
